The metrics are a demonstration of the idea but would require a lot more work and research to be usable. More detailed metrics would require input from experts on how to measure these attributes effectively.
How safe are the lives of the people. This includes physical and psychological safety.
0 deaths / injuries from accidents is not necessarily the goal as this would take an incredible amount of resources to attempt, but certainly the less the better.
